INTRODUCTION
The uncommon transformation in Akwa Ibom state came during the administration of Obong Victor Attah, Chief Godswill Obot Akpabio, Deacon Udom Emmanuel and later to Pastor Bassey Umo Eno base on the little achievement they have been achieved, to the people of Akwa Ibom state. According to their 2012 magazine define on common transformation as uncommon changes or impossible they have done, such as construction of Roads, fly over’s, Airport, fear and compulsory education from primary to secondary schools level etc.
The achievement of the Akpabio’s administration has taken some sectors to the next levels such as transportation sectors and other sectors of economy. Upon this we are still suffering Graduates are not employed majority of citizens are living in poverty, we are still living a life of insecurity, low payment of salaries. The un common transformation we have in 31 local Government area in Akwa Ibom State is in Ikot Ekene and Uyo only. Akwa Ibom State is naturally endowed with abundant capital and resources such as petroleum, rubbers, cotton, oil palms etc.
But we are still complaining of ‘hardship. Akwa Ibom State is now 28 years of age but things is still moving in a zigzag way we are still babies a state that received highest amount of revenue there is no mobilization every things is in their hand, no single company after the have satisfied their need. Civil servant are complaining about payment of salary, this state comprises of 31 local government, common transformation is only exist in 2 local government Ikot Ekpene and Uyo.
Strategies that can be implemented for effective elevation of Akwa Ibom State
For any reform to be meaningful in Akwa Ibom Statwe, it must be cover a broad range of area’s some of this include human resources training and orientation infrastructure, finance proper management, quality monitoring, general administration, legislature, health policy formulation, public private mix, another.
THE STRATEGIES THAT CAN BE IMPLEMENTED FOR EFFECTIVE ELEVATION OF AKWA IBOM STATE
1. Fiscal autonomy : This implies that, since local government is one of the three tiers of government and the power is being segmented. Let what belong to the state should belong to the state also what should belong to the local government should belong to the local government, not a state government being supersede the responsibility of the local government by it self in term of financial aspect the governor should signed contract that belong to local government for them to go and manage by themselves and also commission by the local government chairmen. Not being commission by the governor so the past administration where not allowed their chairmen to commission any project. Vice chainman of senate committee on Nigeria Delta Affars, Nurudeen Abatemi –Usman has said that fiscal or financial autonomy for local government area in road and development of the grass root level. The situation has not change has local governments are still prevented from functioning the way should because of lack of funds. So the state government should be a charge to the local government to express their functions for the better development of the state.
2. Creation of employment: Unemployment has now become the major problem to the people of Akwa Ibom state university politecniqes and college are producing graduates every year by year forecast economic or programs that will help to checkmate the balance of economic in the next 3-5 years. Government of Akwa Ibom should create job opportunities before they say the is uncommon transformation. Uncommon transformation creating of stadium, neither making of road in two local government a lone let use face half the uncommon transformation use first by making job available to all Akwa Ibom let this transformation tout bother sector of economy. Let be a kind of opportunity that will sustained economy development of this state. When there is transformation mobilization, people satisfied, there will be no corruption no kidnapping.
Because of unemployment, poe4pel snick in to what there are not suppose to. People engage in rubbing Assassination and a lot of dubious attitude. I suggest that, when there is full employment people will not leave his or her working place to practices rubbing assassination and a lot of deviant behavours and illegal act.
3. Square peg in a round hole. This implies putting or fixing a qualified person to a particular office. This has become Akwa Ibom’s doctrine even Nigeria as a whole. In Nigeria we have many disciplines like engineering, medicine, planning, lawyers etc, how can somebody that, red engineering have ambition of becoming governor or deputy what knowledge did you learnt when you were in school or what knowledge do you have about politics somebody that red agriculture suppose to be in agricultural sector being a governor or office that is not suitable to his qualification.
Akwa Ibom is one of the states that is prating nepotisms. It is very alarming that, to day in Akwa Ibomits cannot get anything from their leaders until they know somebody or somebody know them there, be it job or projects in education, agriculture, health water supply or any aspect that they are entitled to be given consideration by their leaders.
Akwa Ibomits have being patience enough but the way they were not holding their elected leaders to ransom but is inevitably coming when Akwa ibomits would start aggressively advancing their demand and stand firmly by them. I suggest that Akwa Ibom government should shone Nepotism, and employed unqulity person into work.
4. Revamp death industries : Revamping has to do with the renovation of death industries like Pickcock paint along Ikom Iman road, polythene packaging product located at Obioro, Okon Eket L.G.A. etc . Government should renovate companies that was death or they should create companies in Akwa Ibom State and will secure a sustain job opportunities . I recall when the last administration Governor was called for interview he promised that he is going to provide at least one company in each local government , since ever then the promised have never been fulfilled that is why I doubting which one is uncommon transformation .
If more companies are created in Akwa Ibom State at least it will aids in reducing the number of labour force. If there was a natural resources would have been transformed to another thing. A developed state like Lagos there companies over which help in covering of fruit s to juice , coconut to coconut bread as well as others natural resources.
5 Increment in workers remuneration ; Workers should be paying very well, Not even paying well most of the 18 state government whose workers commenced an indefinite strike on Monday or today over several month this of unpaid salaries are among those that collected the highest allocations from the excess crude revenue distribution between 2011 and 2014 . Most of the state are workers salaries and other benefit for between three and nine months . The excess amount of money made from this state would have be enough to increase workers salary.
Finance minister, Dr Ngozi Okojo-Iweala has listed Nigerian’s to list revenue receiving state based on the federal allocations on 2013, the state according to her, earn more than the annual budgets of some neighbouring countries, I saw Akwea Ibom State as one of the state received highest amount .The money have been used in wrong ways and workers are still complaining they have not received for over Eight month now, where are these money going to , people still travel out because there is no job opportunities , I am not in support , I am not impressed , something that belongs to everybody and one person is eating alone . Still these same state people are dying in poverty.
6 Extension Of Social Amenities And Infrastructure:
Extension of social amenities to all local Government because this is one of the implementation that facilitate development. Many local government in the state does not know what we mean by electricity . Infrastructure like machines should supply to all local government that , will foster the increase in supply of food like Obio Akpa ,Abak if the government assist them in providing them farm implement .
7 Break Down Of Law And Order: In Akwa Ibom State the government is incapable of securing the lives and properties of those within its borders. The state cannot guarantee the protection of the people within its suricdiction . In a legitimate and just state or society, because there is supposed to be an equitable justice system the native people depend on it to protect their right and interest. In such social justice system there are built in check and balance s that check the excess of the priviledge and power among them . In all decent human societies it is the state or the collection that most have monopoly of the collection of violence.
It should also be the prerogative of the local government to establish institutions and just system for the arbitration and dispensing of justice in matters if dispute between society and members. And after fair meaning it must be the preserved of the local government to determined the right kind of punishment due to the adjudged offender and fair reward to the victim of the offends . It is based on this principle that all societies survive and thrive. But the extant state local government completely bereft of any of these basic principle on which a state must exist . There tore , it goes without saying that the only option there is to solve Nigerian problem is the dissolution of the endemically distinction union .
- Adequate Justice System
Akwa Ibom it is not only that the government does not have the sole control of the instrument of violence to people lives and properties, the legal institution of the state is a complete sham and no sensible people can stake their live and existence in such for nearly lives decides the people within it boarder especially the Annang/ Ibibio ethnic people have been left to provide security to their lives and properties.
This, of course as expected, is always grossly adequate because they , as private citizens , cannot muster the size of equipment and sophistication needed to counter the threats and attack the take in Akwa Ibom on the daily basis son just given just this singular reason the basis for all allegiance and the surrender of individual and community sovereignty is not there. It is therefore logical to insist on the fact that Annang/Ibibio people will not for any reason remain members of such a society where the justice system has been so diminished and bustarlized and where their lives and properties are common for others.
- Prompt Payment of Salaries: Government of people in Akwa Ibom State should pay salaries when there is time. No sector of economy should hold any body salaries, that would also reduce the tendency of this state..
- Policies Implementation In All Sectors : Government should create forum or implement policies that would secured each sectors of organization in Akwa Ibom State.
CONCLUSION
Discussed are the major strategies that can be implemented for effective elevation of Akwa Ibom State from grass root. These strategies are many through not all of them are properly detailed out . On the other hand Akwa State natural resources/ capital are not well mobilized that is why we are having this disagreement everyday and the possible strategies are mentioned to arrest or reduce these challenges. It is believed that the situation of the state will get better if these strategies are put into action by Akwa Ibom State government.
